GWBASIC "You can not SHELL to BASIC"

I am trying to get a couple of Dell Dimension C521 (AMD processors) to run GWBASIC in Win XP Home Edition. It works on my new Dell Vostro notebook (Intel processor) and a Dell Vostro 1000 notebook with an AMD processor, and a bunch of other Dell desktops with Intel chips, Win XP, but when run in a DOS window on the C521 desktop computers it generates "You can not SHELL to BASIC" error. Searches have shown that Compaq computers have a known bug with a fix for this problem but I have been unable to find what the fix addresses. Thanks for any help.

I googled it and came up with this site:

usually a problem with Compaq, maybe also DELL , I don't know
